Fulbright Foreign Student Program 2027-28

The Public Diplomacy Section of the US Embassy in Phnom Penh is pleased to announce the opportunity to compete for the 2027–2028 Fulbright Foreign Student Program for graduate study in the United States leading to a master’s or doctoral degree.

The Fulbright Foreign Student Program provides fully funded scholarships for Cambodian citizens to pursue graduate-level study in the United States under the J. William Fulbright Foreign Scholarship Program.

Eligibility Requirements

• Cambodian citizenship

• Strong academic background and record of excellence

• Bachelor’s degree for master’s applicants or master’s degree for doctoral applicants

• English proficiency (minimum TOEFL or IELTS scores required)

• Ability to adapt to a foreign environment

• Good health

• No extensive prior study or residence in the United States

  
  

The Scholarship Covers

• Round-trip transportation to the United States

• Tuition and university fees

• Living expenses for full-time graduate study

• Financial support for dependants is not included

  
  

Required Documents

• Completed online application form

• Essay: Study objective/plan (maximum 500 words)

• Essay: Personal statement (maximum 500 words)

• Degree certificates and academic transcripts

• English test score report

• Three letters of reference

• Resume

• National ID card or passport

  
  

Applicants who do not submit all required documents will be deemed ineligible

All English test costs must be borne by applicants

Applications written or assisted by technological tools, including artificial intelligence tools, will be disqualified, as will applications containing plagiarism or false information

Application Timeline

• Applications Open: 1st February 2026

• Applications Close: 30th April 2026

• Interviews: June 2026 (tentative)

• Provisional Offers: June–July 2026

• Departure to the United States: July–August 2027
