Overview
Wat Phnom, Phnom Penh
The ET Consultant will support the procurement portfolio of the World Bank in Cambodia, contributing to the strengthening of public procurement systems and value for money outcomes.
The role involves providing fiduciary advice, developing analytical tools and engaging with national counterparts to enhance governance capacity.

Department/Function: Legal, Compliance & Risk Management (Regulatory Affairs, Contract Law, Internal Audit)
Key Duties & Responsibilities
Provide technical fiduciary advice on procurement activities and engage in policy dialogue to strengthen national procurement systems.
Support Cambodian clients in achieving value for money and improved service delivery in public procurement.
Apply analytical tools to understand procurement markets and define effective strategies.
Participate in missions and develop practical approaches to procurement while managing complex policy issues.
Prepare and review operational directives, policy papers and reports.
Design and deliver training modules on complex procurement topics.
Collaborate with management, government officials, procurement specialists and external partners to meet the Bank’s business objectives.
Qualifications, Skills & Experience
A master’s degree in a relevant field or equivalent qualification.
Minimum of 5 years’ professional experience in procurement, public financial management or supply chain.
Demonstrated proficiency in Excel, Power BI and SAP Ariba for data analytics and procurement management.
Strong analytical, communication and problem-solving abilities.
Excellent written and spoken English with the ability to independently prepare and edit technical reports.
Comprehensive understanding of international procurement concepts and operational application.
Strong interpersonal, organisational and diplomatic skills for work in multicultural environments.

Salary Benchmark

USD $2,320 to $4,300 per month, depending on experience*

Laos: $2,110 – $3,910
The comparable level in Vientiane remains slightly lower than Phnom Penh on a net basis.

Compensation bands remain close to Laos when expressed in USD for the equivalent grade.
Thailand: $3,910 – $7,260
Thai ranges are set in THB and convert to higher USD bands than neighbouring markets at the same grade.
Vietnam: $3,140 – $5,840
Hanoi and Ho Chi Minh City bands for this grade are higher than Cambodia but below Thailand.
