The International Consultant, Teacher Development Specialist will join UNESCO to support the implementation of Cambodia’s national teacher education reform.

This Level 3 role will drive the expansion of the Continuous Professional Development (CPD) and Teacher Career Pathway (TCP) systems in partnership with the Ministry of Education, Youth and Sport.

The consultant will strengthen institutional capacity, provide technical oversight and ensure the successful rollout of teacher development initiatives.


Department/Function: Training & Organisational Development (Capacity Building, Coaching, Career Pathing)

Key Duties & Responsibilities

  • Support the Ministry of Education, Youth and Sport in expanding the CPD system, including accreditation mechanisms, credit attribution and CPDMIS integration.

  • Provide technical oversight for the development of frameworks, guidelines and accreditation processes for CPD and Teacher Career Pathway systems.

  • Lead capacity building for technical departments, including training national and sub-national stakeholders on CPD system management and rollout.

  • Develop and finalise training programmes, professional standards and teacher career pathway guidelines.

  • Monitor, coordinate and assess the implementation of CPD activities in STEPCam target schools and opt-in schools.

  • Produce technical reports, assessments and recommendations to inform policy and national rollout strategies.

  • Provide advisory support for new priorities, including digital transformation and teacher qualification upgrades.


Qualifications, Skills & Experience

  • Master’s degree in education, teacher education, teacher training, public policy or a relevant field.

  • At least 10 years' international experience in education policy, planning and implementation of CPD systems.

  • Proven track record of working with government departments and senior officials in strengthening institutional capacity.

  • Strong understanding of CPD design, management and monitoring across different country contexts.

  • Demonstrated ability to produce high-quality technical and policy documents.

  • Excellent interpersonal, facilitation and presentation skills, with strong multicultural team collaboration.

  • Proficiency in written and spoken English.

Salary Benchmark

USD $6,000 to $10,000 per month, depending on experience*
