The guide highlights Cambodia’s strong post-pandemic rebound, ongoing structural reforms, and competitive advantages in attracting foreign direct investment.   • After a GDP contraction of 0.2% in 2020, Cambodia’s economy rebounded with 3.6% growth in 2021 and was projected to surge 10.2% in 2022, supported by competitive labour costs, favourable investment policies and strong export performance.

  • WTO and ASEAN membership, preferential trade access to developed markets, long-term renewable land leases for foreigners, and competitive labour costs continue to attract foreign investors.

  • As of April 2022, the Cambodia Securities Exchange (CSX) listed 9 companies and had 6 corporate bond issuers. Tax incentives, reduced withholding tax and debt waivers are available for listed firms.

  • A new online business registration platform enables simultaneous registration with the Ministry of Commerce, the General Department of Taxation and the Ministry of Labour in as little as 8 working days.

  • Businesses must meet requirements for accounting (CIFRS and CIFRS for SMEs), audits, National Social Security Fund (NSSF) registration, Certificates of Compliance for QIPs, and annual declarations to the Ministry of Commerce.

  • Corporate income tax is generally 20%, with higher rates for oil, gas and natural resources. VAT is 10% (0% for exports) and incentives are available for QIPs. The report also covers capital gains tax, withholding tax, excise duties and sector-specific levies.

  • Garment manufacturing, light industry, automotive parts, luggage and furniture remain the top investment sectors, alongside emerging opportunities in capital markets, real estate and specialised manufacturing.
