The Regional Safeguarding Advisor, ARMU at CARE ensures that the organisation maintains the highest safeguarding and protection standards across its regional operations.
The role strengthens awareness, prevention and response mechanisms concerning sexual harassment, exploitation and abuse.
It is a senior advisory post designed to embed safeguarding into all programming and operational practices.
Department/Function: Legal, Compliance & Risk Management (Regulatory Affairs, Contract Law, Internal Audit)
Key Duties & Responsibilities
Provide technical advice and support to country offices on safeguarding and protection from sexual harassment, exploitation and abuse.
Lead and manage investigations into safeguarding and PSHEA cases, ensuring adherence to the survivor-centred approach.
Develop and deliver staff and leadership training on safeguarding awareness and investigation procedures.
Strengthen safer recruitment, vetting and due diligence systems to prevent and manage safeguarding risks.
Work closely with programme and gender teams to integrate safeguarding into programme design and delivery.
Support emergency response deployments by setting up community complaints mechanisms and safeguarding processes.
Mentor country safeguarding focal points, monitor case management and maintain alignment with global safeguarding standards.
Qualifications, Skills & Experience
A degree in social work, human rights, law or a related field.
At least 5 years' safeguarding or protection experience in international development or humanitarian contexts.
Proven experience in managing sensitive investigations and applying survivor-centred approaches.
Strong understanding of organisational change, risk management and safeguarding governance.
Excellent written and verbal English communication and report writing skills.
Demonstrated ability to build capacity, deliver training and coach country safeguarding focal points.
Proficiency in additional languages such as Arabic, French or Spanish is an advantage.

Salary Benchmark

Vietnam: $3,200 – $4,800
Large-scale programmes and strong donor scrutiny support higher remuneration, though still slightly below Thailand for comparable scope.
